If you are already in Canada and thinking, “Can I just change my visitor status to student status?” you are not alone.
This is one of the most common questions we hear from people who are already inside Canada as visitors, workers, or temporary residents. It also causes a lot of confusion because the rules have changed over time, and old information online can easily lead people in the wrong direction.
The short answer is this: most people cannot apply for a study permit from inside Canada. IRCC states that, generally, you must apply for a study permit before coming to Canada, and only certain people are allowed to apply from inside Canada.
That detail matters, especially in 2026.
Canada Study Permit Rules in 2026: What Has Changed?
Canada’s study permit system is much stricter than it used to be.
In 2026, Canada continues to manage international student numbers through study permit caps. IRCC expects to issue up to 408,000 study permits in 2026, including new students and extensions for current or returning students. This is lower than previous targets.
For many applicants, a Provincial Attestation Letter or Territorial Attestation Letter (PAL/TAL) is also required. This letter confirms that the province or territory has space for the student under its allocation. In most cases, the PAL/TAL is provided through the designated learning institution after the student accepts an offer and usually pays part or all of the tuition deposit.
There are some exemptions. For example, as of January 1, 2026, master’s and doctoral degree students enrolled at public DLIs are exempt from the PAL/TAL requirement. Primary and secondary students, certain priority groups, and existing study permit holders applying for an extension at the same DLI and same level of study are also listed as exempt groups.
This means applying is not just about getting a school acceptance letter anymore. Your program, school, PAL/TAL requirement, funds, immigration history, and current status in Canada all matter.
Can You Apply for a Study Permit From Inside Canada?
Some people can apply for a study permit from inside Canada, but not everyone.
IRCC lists specific situations where a person currently in Canada may be eligible to apply from within Canada. These include people who already have a valid study or work permit, certain family members of study or work permit holders, minor children in primary or secondary school, exchange or visiting students, and some other specific categories.
This is where many applicants make a mistake: being physically inside Canada does not automatically mean you can apply from inside Canada.
A visitor in Canada does not automatically have the right to switch to a study permit from inside Canada. Unless they fall under one of the allowed categories, they may need to apply as an outside-Canada applicant, even if they are currently staying in Canada.
Who Can Apply for a Study Permit From Inside Canada in 2026?
You may be able to apply study permit from inside Canada if one of these situations applies to you:
- You already have a valid study permit or work permit – if you are already in Canada with a valid study permit or work permit, you may be eligible to apply from inside Canada.
- Your spouse, common-law partner, or parent has a valid study or work permit – some family members may be eligible to apply from inside Canada if their spouse, partner, or parent holds a valid study or work permit.
- You are a minor child in primary or secondary school – minor children already studying at the primary or secondary level may fall under the inside-Canada application rules.
- You are an exchange student or visiting student – certain exchange or visiting students may be able to apply from inside Canada.
- You completed a short-term course required for admission to a DLI – this can apply where a person completed a short course or program that was required before being accepted into a designated learning institution.
- You hold a temporary resident permit valid for six months or more – this may also extend to certain family members.
Who Cannot Apply From Inside Canada?
In many cases, visitors cannot apply for a study permit from inside Canada unless they fall into one of the eligible categories.
This is the part that often surprises people searching for “change status visitor to student Canada.”
A visitor may be allowed to apply to a school and receive a letter of acceptance. But getting accepted by a school does not automatically make the person eligible to apply for a study permit from inside Canada.
For example, if someone is in Canada as a visitor and does not meet one of IRCC’s inside-Canada categories, their application may be refused or they may be told they are not eligible to apply that way.
This is especially important in urgent cases where a person’s visitor status is expiring soon. Submitting the wrong application does not fix the status issue. It can create more problems.
Realistic Expectations: Is Approval Harder in 2026?
Yes, for many applicants, approval is more difficult now.
A study permit application is not approved just because the person has a school acceptance letter. IRCC still looks at whether the applicant is a genuine student, whether they have enough funds, whether the program makes sense, whether they meet document requirements, and whether they will leave Canada when required.
In 2026, officers are also reviewing applications in a stricter environment because of caps, PAL/TAL rules, and Canada’s broader goal of reducing temporary resident volumes.
That does not mean approval is impossible. But it does mean applicants should be careful and realistic.
Weak applications may be refused. Common concerns include unclear study plans, limited financial proof, choosing a program that does not make sense based on past education or work history, or trying to use studies only as a way to stay in Canada.
Common Mistakes to Avoid
- Assuming visitor to student is automatic – you cannot assume that because you are in Canada as a visitor, you can simply “convert” your status to student from inside Canada.
- Applying without checking inside-Canada eligibility – before submitting, confirm whether you are actually eligible to apply from inside Canada. If you are not eligible, the application strategy may need to be different.
- Choosing a program only for immigration reasons – your program should make sense. Officers may question why you are taking a certain course, especially if it is not connected to your education, work background, or future plan.
- Ignoring PAL/TAL requirements – for many post-secondary applicants, the PAL/TAL is required. If it is missing when required, the application may not be processed properly or may face issues.
- Forgetting about status expiry – a study permit application does not automatically solve every status problem. If your visitor, worker, or student status is expiring, you need to understand what must be filed and when.
- Not checking PGWP eligibility – if your long-term plan includes working after graduation, check whether the school and program are PGWP-eligible before applying. IRCC notes that PGWP eligibility depends on several requirements, including the DLI and study program.
