Express Entry Stream
Federal Skilled Worker Program (FSWP)
The Express Entry stream for foreign-trained professionals — managers, engineers, healthcare workers, IT specialists — immigrating to Canada for the first time.
What is the Federal Skilled Worker Program?
The Federal Skilled Worker Program is the longest-running of the three federal economic streams. It targets foreign-trained skilled professionals — most often applicants who have never worked or lived in Canada — and selects them on the strength of their education, language, and overseas work history.
Eligibility for FSWP runs through the Six Selection Factors grid, which scores applicants out of 100. You must clear a minimum of 67 points to qualify. The factors are: education, language, work experience, age, arranged employment, and adaptability.
Clearing 67 points only makes you eligible — it does not guarantee an Invitation to Apply. To be invited, your Comprehensive Ranking System (CRS) score must clear the cut-off in an Express Entry draw. Most FSWP candidates need to optimize language scores, ECA, and spousal factors to land an ITA.
Eligibility
Do you qualify?
FSWP eligibility has two layers — minimum requirements, then the 67-point grid.
- At least 1 year of continuous full-time (or part-time equivalent) skilled paid work in the last 10 years, in a NOC TEER 0, 1, 2, or 3 occupation
- A language test result of CLB 7 or higher in all four abilities in either English or French
- A completed secondary or post-secondary credential — Canadian, or foreign with an Educational Credential Assessment (ECA)
- A minimum of 67 points out of 100 on the Six Selection Factors grid
- Settlement funds appropriate for your family size (waived if you have a valid job offer and authorization to work in Canada)
- You plan to live outside Quebec and are not inadmissible
The Process
How it works
From foreign-trained professional to Canadian permanent resident.
- 1
Six-Factor & CRS assessment
We score you against the 67-point grid, then forecast your CRS against recent Express Entry draws so you know whether you're competitive.
- 2
ECA & language testing
We coordinate your Educational Credential Assessment (typically WES, ICES, or ICAS) and help you prepare for IELTS, CELPIP, TEF, or TCF. French as a second language can add significant CRS points.
- 3
Express Entry profile
We build your profile, optimize every CRS-affecting field, and submit. Your profile is valid for 12 months in the pool.
- 4
Provincial Nominee fallback (optional)
If your CRS is below typical cut-offs, we evaluate Express Entry-aligned Provincial Nominee Programs that can add 600 CRS points and guarantee an ITA.
- 5
Invitation to Apply & eAPR
When you receive an ITA, you have 60 days to file the full PR application. We compile reference letters, work history, education, proof of funds, medical, biometrics, and personal history.
- 6
COPR & landing
Once approved, you receive your Confirmation of Permanent Residence and (if required) a PR visa, then complete landing in Canada.
Frequently Asked
FSWP FAQs
Do I need a job offer from a Canadian employer to apply?
No. A job offer is one of six selection factors but is not required. Many FSWP applicants are invited based on age, education, language, and foreign work experience alone. A valid arranged employment offer can add additional CRS points but is optional.
Does my foreign degree count for FSWP?
Yes, but you need an Educational Credential Assessment (ECA) from an IRCC-designated organization (such as WES) confirming your foreign credential is equivalent to a completed Canadian credential. Without an ECA, foreign education does not earn points or qualify you under FSWP.
How much money do I need to immigrate under FSWP?
FSWP applicants must show settlement funds based on family size — IRCC publishes the current minimums each year (roughly CAD $14,690 for a single applicant, scaling up by family size). You do not need settlement funds if you have a valid job offer and are authorized to work in Canada. We confirm the current amount and acceptable documentation in your consultation.
What is the 67-point pass mark?
FSWP applicants are scored out of 100 on six factors: education, language, work experience, age, arranged employment, and adaptability. You must score at least 67 points to be eligible. This is separate from the Comprehensive Ranking System (CRS) score that determines whether IRCC issues an Invitation to Apply.
My CRS is below the cut-off — what now?
Common levers: re-test for higher language scores (CLB 9 unlocks significant CRS gains), add a second official language, request an Express Entry-aligned Provincial Nominee (which adds 600 CRS), or apply through a category-based draw (e.g. healthcare, trades, French speakers). We assess each option in your consultation.
